Question proposed, That the clause stand part of the Bill.

This clause establishes the treaty between our Government and that of the Irish Republic. It opens up the possibility of exploration of the north-west coast of Scotland and the south-west coasts of England and Wales. It would be useful to know what the Government's proposals in respect of licensing in this area are, and what prospects there are for development and industrial improvement in these parts of the country.

The hon. Gentleman flatters me by suggesting that I can look into a crystal ball and see what the possibilities are. I wish I knew. The reason for this agreement, and for the clause that ensures that it will be put into practice, is that the areas concerned can be put up for licence. At some stage in the future it is possible that, given the development of technology in the much deeper waters, that this area by and large covers, it will be explored and that more production will ensue.
