To ask the Secretary of State for Wales what progress has been made on the establishment of a medium secure forensic unit at Cefn Coed hospital, Swansea; and whether he expects it to open on target in 1990.

The Department's initial suggestion that the medium secure psychiatric unit for south-west Wales might be located at Cefn Coed hospital is being reviewed in consultation with the health authorities most concerned. When all the responses have been received and considered a final decision will be made.

The Minister will know that the Welsh Office had agreed that the three units would be located at Cefn Coed hospital, Swansea, Bridgend and Cardiff. Why will the 750,000 people residing in south Wales presumably now be denied the response that the unit can go ahead in 1990? Is it not time that such a Cinderella service was not accepted by the Government, and that the unit was set up urgently at Cefn Coed?

It is a shame that the hon. Gentleman does not accept that the programme was long overdue and that the Government should take credit for putting it in action at all. The fact that there is disagreement over the positioning at Cefn Coed was mentioned at the time of the original announcement. It is on medical and social grounds that the discussions have been taking place. We have had our report from West Glamorgan health authority and we expect the reports from the other two health authorities very shortly.
