Mr. Secretary Hurd, supported by the Prime Minister, Secretary Sir Geoffrey Howe, Mr. Secretary Edwards, Mr. Secretary Rifkind, Mr. Secretary Moore and Mr. David Waddington, presented a Bill to require carriers to make payments to the Secretary of State in respect of passengers brought by them to the United Kingdom without proper documents: And the same was read the First time, and ordered to be read a Second time tomorrow and to be printed.
