That, notwithstanding anything to the contrary in the practice of the House relating to matters which may be included in Finance Bills, any Finance Bill of the present Session may make provision for the payment of sums out of or into the National Insurance Fund or the Northern Ireland National Insurance Fund in connection with provisions

relating to the payment of minimum contributions under Part I of the Social Security Act 1986 or Part II of the Social Security (Northern Ireland) Order 1986.
