asked the Secretary of State for the Home Department if he will consider changing the name of the Civil Defence College, Easingwold to the Civil Protection College.

There are no present plans to change the name of the Civil Defence College.

Does my hon. Friend agree that the correct approach to emergency planning is to pursue a broad all-hazards policy — [HON. MEMBERS: "Reading."] — which will also embrace peacetime emergencies? Can my right hon. Friend give us an undertaking that future courses at the college will reflect that attitude?

Mr. Hogg

Indeed, the public are firmly committed to an all-hazards approach. The Government will not forgive those local authorities, notably Labour-controlled authorities, which refuse to discharge their statutory obligations.
