asked the Secretary of State for Wales if he will make a statement on the effect on sheltered housing in Wales of the Housing Act 1980 as amended by the Housing and Building Control Act 1984.

Mr. Mark Robinson

The effect of the Housing Act 1980, as amended by the Housing and Building Control Act 1984, is to exclude sheltered housing from the right-to-buy provisions. These provisions are consolidated in the Housing Act 1985, which comes into effect on 1 April.

Is my hon. Friend aware that Delyn borough council has a particular concern in this matter, which is highlighted by the case of 3 St. Mary's Drive, Northop Hall? What assurance can he give the council that its sheltered housing stock will not be eroded under the amended right-to-buy provisions should it replace resident wardens by visiting wardens on schemes where there is no common room nearby?

My hon. Friend wrote to me on 10 February and I replied to him on 28 February. We do not consider that there will be any erosion of sheltered accommodation under these provisions, as the purpose of the provisions was to remove the accommodation that had been adapted for the elderly or disabled several years ago and which is no longer suitable using today's criteria.
