§ Mr. SpeakerI have considered the content of the Bill with the greatest care. I am of the opinion that it is so drafted as to conflict with all recent industrial relations legislation. The considerations involved are so much a matter of public policy that the Bill cannot properly proceed as a private Bill and accordingly, I cannot propose to the House the Question for its Second Reading.
