The Bill falls mainly within the purview of my right hon. Friend the Secretary of State for Trade and Industry. He has no objection in principle to the powers being sought by the promoters of the Bill. He has raised a few minor points on the Bill which are under discussion with the promoters. I recommend to the House that the Bill be given a Second Reading so that its provisions can be considered in detail in Committee.
