§ Mr. David Penhaligon presented a Bill to establish a Rural Youth Affairs Advisory Committee and to define its responsibilities; to amend the Road Traffic Act 1972 to allow 16-year-olds to drive a motor car on a road provided that it is solely in the course of receiving instruction from an approved driving instructor to amend section 22 of the Town and Country Planning Act 1971 in relation to change of use of dwelling houses in rural areas; and for connected purposes: And the same was read the First time; and ordered to be read a Second time upon Friday 25 October and to be printed.
