I beg to move amendment No. 46, in page 71, line 35, leave out from 'them' to end of line 36.

The purpose of this amendment is to remove from the draft legislation words which are at best unnecessary and at worst confusing. The substance of the amendment was discussed in Committee and I commend it to the House.

I fully agree with my hon. Friend. The amendment was ventilated in Committee and I agree with his analysis. The words are unnecessary and could lead to uncertainty. I am happy to recommend to the House that the amendment should be accepted.
