Nobody will be more aware than you of this House's jealous regard for its prerogative and privilege to consider, pass and monitor the administration of the laws of the United Kingdom. Therefore, it was a matter of the gravest concern to many hon. Members to discover that a comparatively minor official could apparently make a statement over the weekend declaring it to be an offence and a crime in the United Kingdom to make a joke at Heathrow and that within 24 hours two courts, one at Aberdeen and the other at Uxbridge, could impose fines of £1,500 and £150. Is not this a matter that the House should consider at once?
