asked the Secretary of State for Education and Science if he will seek to restructure teacher salaries to introduce a greater element reflecting quality and competence.

I refer my hon. Friends to the answer that I gave earlier today to my hon. Friend the Member for Ealing, North (Mr. Greenway). I think that a primary aim of a reformed salary structure must be to relate teachers' pay more directly to their performance.

Does my right hon. Friend agree that restructuring teachers' salaries according to expertise and competence is the way forward for education and the teachers' unions?

Yes, Sir. I believe that large numbers of teachers agree with that proposition, even, if some trade union leaders do not.
