Lords amendment; No. 11, in page 7, line 1, leave out from beginning to "in" in line 4 and insert for suspecting that the person is, or is about to be".

The amendments excise from the Bill the expression pattern of crime in an area". That phrase was repeatedly critised by Labour Members and has generated a fair degree of controversy and misunderstanding.
