On a point of order, Mr. Speaker. Is it not a convention of the House that when Standing Order No. 10 applications are moved Ministers' offices are notified and it is a normal courtesy for Ministers —it was certainly observed when the previous Labour Government were in office—or their junior Ministers to be present on the Government Front Bench? Is it not a gross discourtesy to the House that Ministers from the relevant Departments have not been present for the two applications that have been made this afternoon?
