I beg to move amendment No. 53, in page 19, line 33, at end insert— '(2A) The powers of summary arrest conferred by the following subsections shall also apply to the offences of—

  1. (a) conspiring to commit any of the offences mentioned in subsection (2) above;
  2. (b) attempting to commit any such offence;
  3. (c) inciting, aiding, abetting, counselling or procuring any such offence,
and such offences are also arrestable offences for the purposes of this Act.'

With this it will be convenient to take Government amendments Nos. 54 to 60, 64 to 70, 72 to 74, 76 and 77.

Mr. Mellor

The amendments relate to arrest provisions in part III. In the main they are intended to satisfy anxieties that were expressed in Committee and to clarify certain technical points.
