I beg to move amendment No. 16, in page 6, line 18, at end insert—

(4) In subsection (11) of section 121 of the Mental Health Act 1983 (Mental Health Act Commission) for the words "sub-paragraphs (4) and (5) were omitted" there shall be substituted the words "the reference to a member in sub-paragraph (4) included a reference to the chairman".'.

With this it will be convenient to take Government amendments Nos. 57 and 65.

Mr. Clarke

The amendments permit the Secretary of State to reimburse the travelling and subsistence expenses of the chairman and members of the Mental Health Act Commission. It was a most unfortunate slip last year that we did not give ourselves the legal power to do so. We are already paying them and, judging from last year's debate, everyone wants us to do so. Therefore, I trust that the House will support the amendments.
