§ Mr. Jerry Hayes, supported by Mr. Andrew Rowe, Mr. Gerald Bowden, Mr. David Alton and Ms Clare Short, presented a Bill to give full party status to parents or guardians in care proceedings; to allow parents or guardians or custodians and certain relatives to apply to the court for an order giving them access to their children in local authority care and to regulate the conditions of such orders; and to require local authorities to prove the need to remove parental rights in court: And the same was read the First time; and ordered to be read a Second time upon Friday 23 March and to be printed.
