asked the Secretary of State for Wales if he will recommend to the European Community that Clwyd be designated an integrated operations area.

Mr. Nicholas Edwards

The future of integrated operations remains under discussion within the Commission. It is too early to be considering new decisions on designation.

Dr. Marek

When the matter is considered, will the Secretary of State recommend to the European Community that Clwyd be designated an integrated operations area? Does he realise that infrastructure in Clwyd has fallen behind that in Wales generally? If he does not believe me, will he accompany me on a half-day trip so that he can see with his own eyes the point that I am making?

Mr. Edwards

I note that a report has been submitted by independent consultants on behalf of the county council recommending integrated operations for Clwyd, but it is by no means clear what integrated operations have yet been achieved in the areas to which they apply. The Government are carrying out a massive infrastructure programme in Clwyd, which includes a major road-building programme.
