Will the Minister confirm that the various changes that have taken place in roads legislation are only so that the particular classifications, which we now have, are for town and country planning purposes?

The hon. Gentleman makes a perfectly fair point about the relevance of classification. Broadly speaking, he is correct. It is used to provide a hierarchy for route numbering and maps. The principal use is for town and country planning regulations, but it will also be used for road traffic regulations.
