asked the Secretary of State for Employment how long is the waiting time in the east midlands before applicants for the enterprise allowance receive their grant.

Because of the success of the scheme, the average waiting time in the east midlands, from initial inquiry to acceptance, had increased to an average of about 19 weeks. As my hon. Friend may know, I announced on 1 May that the number of places available would be increased by 60 per cent. to 1,000 a week for the next three months, and this should help to reduce waiting lists.

Although this is an excellent scheme to help the unemployed start their own business, is my hon. Friend aware that the growing waiting list has caused great frustration? For that reason, the additional funds for the scheme are welcome. What impact will they have on the waiting time?

Mr. Clark

I believe that the extra funds are already having an impact. The effect is that a further 5,000 places are being brought forward until July. However, this was an interim measure, and we continue to look closely at the possibilities for taking advantage of the scheme's popularity. I share my hon. Friend'd enthusiasm for it. I hope that neither of us will be disappointed when the decision is announced.
