On a point of order, Mr. Speaker. I was unable to listen to much of what the hon. Member for Bolton, North-East (Mr. Thurnham) said. I was at a Select Committee and then realised that the hon. Gentleman was speaking in the House.

Order. That is not a point of order for me. The point has been raised before on numerous occasions. As far as this House is concerned, the hon. Member for Bolton, North-East (Mr. Thurnham) has had leave to bring in his Bill and we must leave it at that.
