I have considered the content of this Bill with the greatest care. I am of the opinion that it is so drafted as to permit the unrestricted trading on Sundays throughout the year in the area to which it extends. The considerations involved are so much a matter of public policy that the Bill cannot properly proceed as a private Bill and accordingly I cannot propose to the House the Question for its Second Reading.
