asked the Secretary of Stale for the Home Department what progress is being made in developing the system of annual performance reviews in his Department.

The second review has just taken place, and has proved its value as an aid to management at all levels.

Why is the Home Office the only Department to be increasing the number of civil servants, when all the other Departments are reducing the number?

Mr. Brittan

We are increasing the number largely because we are building prisons and recruiting people to man them. Outside the prison department, there will be a decrease in the number of staff in the Home Office of about 10 per cent. over eight years.
