asked the Secretary of State for Wales what representations he has received from Clwyd area health authority regarding the level of National Health Service funding.

Since the beginning of July this year my right hon. Friend has received two such letters, both from the chairman of the health authority.

Is my hon. Friend aware that the task of those who are trying to put into perspective the position of the National Health Service in Wales and to dismiss scare stories about drastic cuts is not made easier when health authorities are required, four months into their budget year, to effect drastic cuts in expenditure? Is he further aware that if such cuts are to be effected, it is infinitely preferable that plenty of notice should be given in advance?

I am well aware of my hon. Friend's point. Of course, the July reductions have to be carried out across the board. However, in spite of those reductions every health authority in Wales has had more money this year than last year.
