§ Mr. SnapeAm I indulging in idle speculation in saying that the Serpell report proposes a reduction in the railway network of 1,600 miles, a reduction in safety standards for British Rail, the parcelling up and selling of British Rail Engineering Ltd. and substantial fare increases for commuters, especially in London and southeast? Am I speculating, or is that what is contained in the report?
