asked the Secretary of State for the Environment what has been the percentage reduction in real terms since 1979 of the rate support grant for the inner city partnership and programme authorities and designated districts.

I refer the hon. Gentleman to the answer I gave to the right hon. Member for Crosby (Mrs. Williams) on 24 February.

Will the Minister explain the criteria by which decisions on this matter are reached? Is he aware that Stockton borough council applied for a grant under those programmes, but was turned down despite the fact that Stockton suffers from the same deprivation and difficulties as the other authorities that have received grants under the programme?

I fully understand the hon. Gentleman's concern for his constituents. My right hon. Friend the Secretary of State saw members of Stockton council a few weeks ago, and I am sure that the matter was discussed then.
