I seek your help and guidance about the action taken by the Under-Secretary of State for Trade, announced in a Department of Trade press release on 28 March. That revealed that the Under-Secretary had started procedures for the privatisation of eight Highlands and Islands airports without any authority from this House. As the subsidy for those airports comes from the Scottish Office and not from the Department of Trade, is his action not doubly inappropriate? Will you, Mr. Speaker, look into the matter and ensure that the rights of this House are properly protected?
