Ordered,
That notwithstanding the provisions of paragraph (3) of Standing Order No. 73A (Standing Committees on Statutory Instruments, &c.) the draft Public Lending Right Scheme 1982 be referred to a Standing Committee on Statutory Instruments, &c., and that motions relating to the draft Scheme be proceded with in accordance with paragraphs (4) and (5) of the said Standing Order.—[Mr. Pym]
