On a point of order, Mr. Deputy Speaker. I seek your guidance. I thought the established practice was that when a Ten-Minute Bill is moved there should be no further speeches unless another hon. Member seeks to oppose it. Does not the speech of the hon. Member for Enfield, North (Mr. Eggar) amount to an abuse of the privilege of this House?
