On a point of order, Mr. Speaker. The application of my hon. Friend the Member for Oldham, West (Mr. Meacher) for a debate under Standing Order No. 9 has been turned down, and I do not intend or wish to repeat his argument, but you will be aware that on several occasions in the past 37 years decisions have been taken on nuclear weapons without the British people being told. As the Government Chief Whip is present, may I ask you to ask him to arrange a debate on this subject so that recent experience will not be repeated in the immediate future?

The Government Chief Whip is usually characterised by his silence in the Chamber. I am afraid that the hon. Gentleman's point of order is not one that I can answer.
