§ 44. Mr. Russell Johnstonasked the Lord Privy Seal what is the Government's response to the EEC Commission proposals entitled "A Fresh Impetus for the Community"; and whether he will make a statement.
§ Mr. Humphrey AtkinsThe Commission has published a series of papers amplifying its report of 24 June on the 30 May mandate, which the House debated on 29 October. We are discussing all the Commission proposals with our partners.
§ Mr. JohnstonDoes the Lord Privy Seal agree that it would be useful to the House if the Government produced a considered written response to the Commission's proposals and thereafter enabled the House to debate them?
§ Mr. AtkinsOf course I shall consider that proposition. If the hon. Gentleman's suggestion seems to be appropriate and generally welcomed we shall see whether we can adopt it.
§ Mr. DykesIn view of the obvious powerful advantages, are the Government drawing closer now to joining the European monetary system?
§ Mr. AtkinsThat is more a matter for the Chancellor of the Exchequer than for me.
§ Mr. Nicholas WintertonCould my right hon. Friend be more forthcoming than he was earlier? Since we hold the Presidency of the Community, is it not possible, particularly under the new impetus that we have just discussed, for us to place some items on the agenda? If so, can one of those items be Namibia? Can we establish the British Government's position, bearing in mind the apparent change of opinion by our Foreign Secretary?
§ Mr. AtkinsThe British Government's position on Namibia is clear and was dealt with during questions earlier today. I shall take note of what my hon. Friend says about placing matters on the agenda for discussion with our Community partners.
