These amendments are, in a sense, the reverse of the previous group of amendments. The amendments give effect to an undertaking that I gave in Committee. Labour Members may recall that in responding to an Opposition amendment I agreed in principle that it would be more appropriate for an order under section 6 of the Valuation and Rating (Scotland) Act 1956 amending the table of deductions in schedule 1 to be subject to the negative rather than the affirmative resolution procedure of both Houses of Parliament. This seems to be a much more sensible way of dealing with a matter which, though important, is considerably less important than some of the other issues under consideration.

Amendment made: No. 9, in page 4, line 7, leave out from 'section' to end of line 12 and insert— `there shall be substituted the following subsection—

"(7) Any order under subsection (6) above shall be made by statutory instrument which shall be subject to annulment in pursuance of a resolution of either House of Parliament". '.—[Mr. Rifkind.]
