§ Mr. Dick Douglas (Dunfermline)On a further point of order, Mr. Speaker. It is with some reluctance that I raise a point of order that is not unrelated to your previous remarks. It refers to early-day motion 464, in the names of some of my hon. Friends and myself. I have communicated with you, Mr. Speaker, to ascertain whether the hon. Member for Maidstone (Mr. Wells) has seen fit to communicate with you to apologise for his conduct during the debate on the government of Scotland on 16 June. I have informed the hon. Gentleman that I have written to you on the subject, Mr. Speaker. During the course of his remarks the hon. Gentleman demonstrated his direct bias against certain hon. Members. I ask for guidance from you, Mr. Speaker, on whether the hon. Gentleman is a fit person to continue as a Chairman of one of your Committees.
§ Mr. SpeakerBy implication, the point of order of the hon. Member for Dunfermline (Mr. Douglas) is criticising a Chairman of Committees. He can do so only in a debate on a substantive motion, and there is not one before the House at the moment. If we go by experience, there is not likely to be one, but we never know.
