§ Mr. BlackburnI beg to move amendment No. 152, in page 12, line 17, leave out from beginning to end of line 22 and insert—
'If the operator of a zoo fails without reasonable excuse to comply with any condition for the time being attached to a licence for the zoo granted under this Act and held by him, he'.The amendment deletes the offence of ill-treatment of zoo animals, which is covered by the Protection of Animals Act. It also replaces references to failure to 701 comply, the question of negligence and being without reasonable excuse. It is a good amendment and tightens the law.
