§ Mr. BrittanThese amendments seek to increase the duty on tobacco, which we were debating last week. Since, not mach longer than a week ago, we debated at considerable length the issues behind the Government's decisions on recoupment and the application of those decisions with regard to tobacco duty, I do not think that any useful purpose would be served by my rehearsing all the arguments. If there are any particular points of detail any hon. Member would like me to consider I shall be happy to do so. I shall attempt to answer any points that may be raised.
Broadly speaking, it will come as no surprise to the House to learn that the argument I advanced last week has not been substantially altered by the passage of time since then. I commend these amendments to the House on that basis.
