Before I answer the first question tabled to my right hon. Friend I should mention—as the right hon. Member for Glasgow, Craigton (Mr. Millan) and other hon. Members know—that my right hon. Friend has been delayed in the fisheries negotiations in Brussels and cannot be with us today.
