Mr. Greville Jannerasked the Secretary of State for Trade whether he will seek to introduce legislation to implement the recommendations of the Royal Commission on civil liability, the Scottish Law Commission and the English and Welsh Law Commission to impose strict liability on manufacturers and others in respect of death or personal injury caused by products put into circulation by them.
§ Mrs. Sally OppenheimI do not propose any action on this until we know the outcome of the discussions in Brussels on the draft directive on liability for defective products.

§ Mrs. OppenheimIf we were to introduce national legislation at this stage we should need to amend it when agreement was reached on the draft directive. That would be confusing and counter-productive.
