asked the Lord Privy Seal what is the number and value of current British aid projects in Guyana.

Four. The commitments outstanding on them amount to £5.5 million.

Has the Minister seen the report brought back to this country recently by the former Attorney-General, my right hon. and learned Friend the Member for Dulwich (Mr. Silkin), about the increasing reign of terror in Guyana, culminating in the assassination of the Leader of the Opposition? Does he agree that our aid projects to Guyana should vary inversely with such behaviour? What steps are the Government taking to cut off aid to Guyana?

The problem is that our capital aid to Guyana is provided under a loan made by the previous Government in 1978. In considering any new commitments we shall take into account all the relevant circumstances, such as human rights.
