I beg to move amendment No. 66, in page 19, line 9, at end add— '(1A) Subject to regulations under subsection (2) below, the Greater London Council may pay any member of the Inner London Education Authority an allowance in addition to any allowance under sections 173, 174 or 175 above, if they are satisfied that he has special responsibilities in relation to the discharge of the functions of the Authority.'.

With this it will be convenient to discuss Government amendments Nos. 66A and 67.

Amendment No. 66 is to put all members of the Inner London Education Authority on the same footing with respect to special responsibility allowances, because in the previous drafting they were excluded.

Amendments Nos. 66A and 67 deal with the two points to which we undertook in Committee to respond—not to specify the maximum number and now to work matters on the basis of a total amount which will be payable to the committee. There will be a ceiling for the amount that any one person can get, but it will not determine the number of people to whom such allowances may be paid.

Amendments made: No. 66A, in page 19, line 14, leave out from 'the' to end of line 16 and insert— 'total amount which a principal council may pay under this section in a financial year;

No. 67, in page 20, line 1, leave out from 'the' to end of line 3 and insert— ' total amount which a local authority may pay under this section in a financial year.'.—[Mr. Brooke.]
