On a point of order, Mr. Speaker. It is an undoubted basis of our constitutional law that convention is one of the sources. One of the main conventions is the convention of parliamentary practice and procedure. We have had from the Leader of the House this afternoon a novel statement that the citizenship of the United Kingdom is not a matter of constitutional law.

Can you, Mr. Speaker, say whether Parliament is entitled to take a decision on that? Can you give any guidance, based on your knowledge of the precedents, on whether a matter such as that which has been under discussion is properly a constitutional Bill and, as such, should be considered in all its stages on the Floor of the House?

I am much obliged to the hon. Gentleman. He has raised an important point. I do not wish to answer it off the cuff, but I promise to look into the matter and see whether I can do anything.
