I was present during most of that time and I detected an inhibition on the part of some hon. Members to give way to other lion. Members. There seemed to be a feeling that perhaps this would eat into their time allocation.
I should be very grateful, therefore, Mr. Speaker, if you would give us some indication of the likely line that you propose to take from the Chair and say whether, as a rugby football referee, you would be prepared to add on injury time, as it were, when an hon. Member gives way.
§ Mr. SpeakerThe hon. Gentleman was kind enough to give me written notice this morning that he would raise this question. The House gave me quite clear instructions last week, when the very point raised by the hon. Gentleman arose in debate. It was made, I think, by the hon. Member for Islington, South and Finsbury (Mr. Cunningham). If I were to start by saying that I would allow injury time, the injury time would be longer than the playing time.
