HC Deb 26 March 1979 vol 965 cc18-9
22. Mr. Christopher Price

asked the Minister for the Civil Service if he will publish before 5 April the results of his more detailed study of overseas experience and its relevance to the British constitutional system, as set out in paragraph 45 of the White Paper on the reform of section 2 of the Official Secrets Act, Cmnd. 7285.

The Minister of State, Civil Service Department (Mr. Charles R. Morris)

Yes.

Mr. Price

Assuming, as we all do, that we get to 6 April, can my right hon. Friend tell us in what form these papers will be published? Will we have a Green Paper, a White Paper, or both, in plenty of time so that those who want to take a constructive part in the debate on Report on the Official Information Bill will be able to study the document in depth before that debate takes place?

Mr. Morris

I hope that all hon. Members will take a constructive part in that debate. I give an undertaking that a White Paper dealing with overseas experience will be published before then.
