I apologise to the Minister of State. I did not realise that he was winding up so early. Shall we be able to amend the Bill?
§
The Minister of State, Home Office (Mr. Leon Brittan)
I said that although I could not pre-empt a decision, my

advice was that it would be in order to amend.
