Many of my constituents in Heaton Moor, particularly those on low incomes and pensions, would very much like to impress on her the difficulty that they have in paying their water service charges, and would very much like the Government to consider extending the rate rebate system to cover water charges.
§ The Prime MinisterI am afraid that I shall have to disappoint the hon. Gentleman. At the moment I have no plans to do what he asks.
