Earlier, in a question to the Minister of State, Civil Service Department I said that his statement was known to local managers and controllers of the Civil Service in the Liverpool and Merseyside area. Should not the House hear a statement before it is submitted at local level? Surely it cannot be right that local people are in possession of information which is not available to hon. Members? Will you, Mr. Speaker, make further inquiries?
