I beg to move amendment No. 3, in page 14, line 5, at end insert— '(3A) If the Secretary of State proposes to make an order in pursuance of this section it shall be his duty, before he makes the order, to consult a body which in his opinion represents such local authorities (within the meaning of section 6(2) of this Act) as he considers appropriate in connection with the proposal.'.

With this it will be convenient to take Government amendment No. 4.

The Committee wanted provision for LACOTS and/or the local authority associations to be consulted before any audit is made under clause 10. This amendment deals with that position.

Amendment No. 4, deals with the affirmative resolution procedure.
