asked the Chancellor of the Exchequer what further steps he intends to take to increase rewards to entrepreneurs.

The incentives to build up small firms have already been increased by the various measures resulting from the work of my right hon. Friend the Chancellor of the Duchy of Lancaster. As my right hon. Friend the Chancellor of the Exchequer said in his Budget speech, we are still considering what further proposals we can reasonably make to help small businesses and encourage investment in them.

Is not the Chancellor of the Duchy of Lancaster one of those who find our taxation system a disincentive, in that he does not even bother to take his salary? Does the right hon. Gentleman agree with the dictum of Abraham Lincoln that we do not make the poor rich by making the rich poor?

Mr. Davies

Abraham Lincoln said some very wise things. I find the Opposition's concern for small businesses slightly unusual, because I always thought that the Tory Party was the party of big business.
