Have you any discretion to decline to put the Question when the promoters of this measure have not troubled themselves to place it in the Vote Office so that it is available for hon. Members on the day on which it appears on the Order Paper? If you have such a discretion, I would respectfuly ask you to use it so that you discourage what is at the best a gross discourtesy to the House and an inconvenience to hon. Members.
