§ Mr. SimsWe have nearly completed our proceedings on another Bill that is likely to be implemented in parts and on unknown dates. That is not entirely satisfactory for those who will be involved. I hope that before our proceedings are completed the Minister will be able to give a clearer indication than was given on Second Reading of the likely timetable for implementation.
We have nearly completed proceedings on another Bill the details of which will be implemented by rules over which Parliament has limited control, or by memoranda and circular over which Parliament has virtually no control. To some extent that may be inevitable. I confess that I am rather uneasy, as it is important that Parliament should make clear what it intends. We have had problems recently, for example, with the Bail Act. There have been problems in the interpretation of what Parliament intended when it enacted that measure.
The departmental attitude was illustrated in our discussions in Committee.
§ accused before the court, as is traditional, for remand within 24 hours. The person assaulted need not fear. It is a provision that would extend custody before remand rather than diminish it.
