§ 14. Mr. Arnoldasked the Secretary of State for Trade when he expects to complete his consultations on the Whitford Committee Report on the law of copyright.
§ Mr. Clinton DavisMy Department invited all those who gave evidence to the Whitford Committee to submit their views on its recommendations by the end of 1977. Although more than 100 have responded, some important organisations have asked for more time. I have agreed since the issues dealt with in the report are complex. Nevertheless, I hope to complete our consultations in the near future.
§ Mr. ArnoldWill the hon. Gentleman confirm that amendment of copyright law will now need to take account of our membership of the European Community? As the European Court has already handed down rulings on a number of neighbouring rights, trade marks and patents, will the hon. Gentleman indicate whether the process of consultation will include the Commission and other member countries?
§ Mr. DavisI think that we are a long way from coming to a view about the recommendations in the report. In any event, there is not unanimity. Consultations on the basis of the report are still not complete. As for the EEC, Dr. Dietz has submitted proposals which have not yet even been translated into English. These are matters that will require full consideration, and consultation will certainly take place with interested organisations.
